Microsoft PH exec, lawyer-doctor appointed deputy chiefs at privacy agency

A grizzled IT veteran who was part of the defunct Commission on Information and Communications Technology (CICT) and a brainy lawyer-physician have been named as deputy commissioners of the new National Privacy Commission.

The appointment of Microsoft Philippines national technology officer Dondi Mapa and young lawyer-physician Ivy Patdu completes the cast of officials at the privacy agency, which will now implement the Data Privacy Law.

Malacanang earlier announced the designation of Raymond Liboro, a former assistant secretary at the Department of Science and Technology (DOST), as the head of the National Privacy Commission.

Both Liboro and Patdu took their oath of office before DOST secretary Mario G. Montejo on Monday, March 7. It is not known if Mapa, one of the pioneering commissioners of the Arroyo-era CICT, has formally accepted his appointment.

Mapa is well-regarded in the local tech industry, having served in various roles in his long career as an executive in companies like HatchAsia, Dell, and Microsoft.

Patdu, meanwhile, is an alumnus of the Philippine Science High School and the University of the Philippines. A licensed physician and lawyer, she has immersed herself mostly into the elite field of medico-legal and is a fierce advocate of health data privacy.

Like Liboro, Mapa and Patdu will serve for three years, with a possibility of reappointment for another three years.

Their appointment means that the Data Privacy Law, which was approved by Congress way back in 2012, can now be implemented once the implementing rules and regulations (IRR) is drafted. — with Andres Ansula
