Pres. Rodrigo R. Duterte has added three new assistant secretaries to the Department of Information and Communications Technology (DICT) after appointing three undersecretaries earlier.
The new appointees are ex-policeman Allan Cabanlong, lawyer Carlos Caliwara, and engineer Alan Silor.
They will join assistant secretary for legal affairs John Henry Naga, who was earlier appointed by Duterte alongside undersecretaries Eliseo Rio, Denis Villorente, and Jorge Sarmiento.
Cabanlong, the current executive director of the Cybercrime Investigation and Coordination Center (CICC), will serve as assistant secretary in concurrent capacity.
Caliwara, on the other hand, is a practicing lawyer and a legal consultant of the Liga ng mga Barangay sa Pilipinas. He is also a former municipal legal officer of Tayabas, Quezon.
Like Duterte and DICT secretary Rodolfo Salalima, Caliwara is a law graduate of San Beda College. He completed his undergraduate degree at the Far Eastern University.
Silor, meanwhile, is a former president of the Caraga ICT Council and is based in Butuan City, Agusan del Norte.
He described himself in his Facebook page as “a proud volunteer and supporter of the platform of President Duterte.”
With the new appointments, the top officials of the DICT are now composed of four lawyers (Salalima, Sarmiento, Naga, and Caliwara) and four engineers (Rio, Villorente, Cabanlong, and Silor).
