Alcatel, the French mobile device brand now owned by China's TCL Communication, has rolled out a premium smartphone that takes a selfie shot with a "V" gesture from the user.
The DICT stated that their preferred option is to invest in Internet infrastructure, like fiber-optic cables, especially in underserved and hard-to-reach areas.
