Gov’t formally issues TOR on selection of new telco player

After a protracted process wherein it tried to address legal and technical issues, the government has finally released on Friday, September 21, the official “terms of reference” on the selection of new major telecommunications player..

The terms of reference was contained in a memorandum circular (MC) issued jointly by the Department of Information and Communications Technology (DICT) and the National Telecommunications Commission (NTC).

The 27-page MC No. 09-09-2018 was signed on Thursday, September 20, by NTC commissioner Gamaliel Cordoba, deputy commissioners Edgardo Cabarios and Delilah Deles, and noted by DICT acting secretary Eliseo M. Rio Jr. as the chairman of the oversight committee.

The MC will be effective 15 days after its issuance. After taking effect, interested parties can then get the bidding documents from the NTC and will be given until November 5 to submit their bid.

Drastically improved through multiple public consultations and by consulting various agencies, the circular uses the Highest Committed Level of Service (HCLoS) approach as the basis on determining the new telecom operator.

The government is expected to announce the new player on December 2018.
