Ibrahim took his oath of office as undersecretary in March 2017 when Jorge Sarmiento, one of the first set of officials appointed to the DICT, abruptly left his post.

Taking over Ibrahim?s post in a temporary capacity as undersecretary for regional operations and countryside is newly appointed assistant secretary Ivin Ronald Alzona. A lawyer by profession, Alzona also serves in a concurrent capacity as assistant secretary for management and operations.

Despite his retirement, Ibrahim may soon be back to his former post after DICT acting secretary Eliseo M. Rio Jr. confirmed that he has recommended to Pres. Rodrigo Duterte that Ibrahim be reappointed before the ban on government appointments takes effect on March 22.

Ibrahim has been a long-time government executive, having served as one of the deputy commissioners of the Arroyo-era Commission on Information and Communications Technology (CICT) and deputy executive director of the ICT Office (ICTO), the precursor of the DICT.

He has been instrumental in sustaining the development of the Philippine cyberservices industry, helping organize 32 regional ICT councils and develop the country?s Next Wave Cities.
