SC puts budget accountability reports on its website

Last week, the SC issued an en banc resolution, approving in principle the release of the full 2011 Statement of Assets, Liabilities and Networth (SALN) of all justices and judges of the Judiciary, subject to the guidelines to be taken up on June 13. Earlier, the latest reports on the Supreme Court Special Funds ? Judiciary Development Fund (JDF) and Special Allowance for the Judiciary (SAJ) ? as well as the 2010 Annual Commission on Audit (COA) Report on the Supreme Court, were uploaded to the court?s website. The BARs will be submitted to the Senate and the House of Representatives pursuant to a provision of Republic Act 10155, or the General Appropriations Act for FY 2012. The reports, which were uploaded to the SC website as directed by Acting Chief Justice Antonio T. Carpio, were submitted by the SC-Fiscal Management and Budget Office (FMBO). The latest JDF and SAJ reports by the SC-FMBO cover the JDF and SAJ Quarterly Report of Collections and Disbursements for the period January 1 to March 31, 2012 and the Quarterly Report of Collections and Deposits for the period January 1 to March 31, 2012. Created through Presidential Decree No. 1949, the JDF was established ?to augment the allowances of the members and personnel of the judiciary and to finance the acquisition, maintenance and repair of office equipment and facilities.? At least 80 percent of the fund shall be used for cost of living allowances, and not more than 20 percent of the fund shall be used for office equipment and facilities of the courts. The SAJ was granted under Republic Act 9227, which gives all justices, judges, and all other positions in the judiciary with the equivalent rank of justices of the Court of Appeals, while judges of the Regional Trial Courts as authorized under existing laws special allowances equivalent to 100 percent of the basic monthly salary specified for their respective salary grades. Section 3 of the law provides that any surplus may be granted to other court personnel. Annual audit reports on the Judiciary ?
