Due process will give them the opportunity to answer the charges and complaints against them,” Casi?o said. The 46 nurses were dismissed by the Taguig-Pateros District Hospital on August 16, 2012, after posting “likes” in a Facebook post of a volunteer doctor. Casi?o said the nurses were issued termination letters and were not given certificates of employment after the incident. However, the Taguig City government said only 15 nurses were dismissed, and that the dismissal was legal because the terminated personnel have manifested blatant disobedience and disregard of authority and protocols, engaged in sowing intrigues and encouraged discontent among the hospitals? staff and personnel. The city government said there exists no employer-employee relationship between these personnel and the city as confirmed by the Civil Service Commission (CSC). “Even if these nurses are contractual, they should be accorded due process. Whether these nurses committed errors and infractions could have been established through an impartial investigation,” Casi?o said. For his part, Mariano said thousands of contractual nurses are serving in public and private hospitals, including the estimated 20,000 contractual nurses hired in 2011 by the Department of Health under the RN Heals program. “The case of the 46 dismissed nurses will surely impact on the morale and dignity of nurses and eventually on the health service provision function of nurses,” Mariano said. ]]>
