Luistro said majority of the laptops donated will be used by mobile teachers of the Alternative Learning System (ALS) who go to secluded areas to teach out-of-school youth. ?Around 2,000 of these laptops will go to our ALS teachers. The modules for the alternative learning classes will be placed in the laptop to help the teachers as they go around the country to teach the out-of-school youth.? The Asus laptops, confiscated in December of 2011, are now assets to be used by the government as stated in Section 2503 of the Tariffs and Customs Code of the Philippines mandating that ?outright seizure and forfeiture (of goods) will be in favor of the government if the discrepancy between what the importer declared and what was found by the customs examiners has a difference of over 30 percent in terms of value, volume or weight.? Bureau of Customs commissioner Sonny Sevilla said, ?We are very glad that these laptops will be put to good use, through the Department of Education.? However, Sevilla also expressed his dismay saying, ?On one hand, we are very happy that we are able to help people with these seized computers, [but] we are also saddened by the fact that these computers were not declared properly.? IMG_1 Luistro addewd that the laptops will also benefit students through the DepEd?s Computerization Program (DCP). ?Some of the laptops will also be given to ALS centers, as DepEd already has E-skwela learning centers where the students are able to use computers for their classes,? he said. The DCP is DepEd?s flagship project in the computerization of schools alongside other information and communications technology (ICT) initiatives nationwide. The other 500 laptops will be deployed to the Disaster Risk Reduction Management (DRRM) Coordinators in the different divisions nationwide. He underscored the importance of having the equipment in aiding the DRRM personnel with the mapping of the schools during disasters. ]]>
