DICT, Kalinga province launch e-government services project

The Department of Information and Communications Technology (DICT) and the city government of Tabuk, Kalinga are now implementing a project involving a Web portal that provides several wide-ranging electronic services to its beneficiaries. Besides helping entrepreneurs apply for government permits online, the Technology for Education, Employment, Entrepreneurs, and Economic, Development (Tech4ED) project will also help beneficiaries to access information about a whole slew of subjects. These include e-agri, e-market place, e-health, e-education skills, e-assist, gender, and development and e-government services like application of clearances, permits and licenses. The project was born from the community eCenter program, a national digital inclusion initiative establishing e-Center that provides critical e-government and ICT-enabled services in communities with minimal or no access to information and government services, DICT-Kalinga provincial team leader Monalisa Vizcarra explained. According to Vizcarra, the initiative was the government?s response to the World Summit on Information Society Plan of Action which the Philippines was a signatory of. The plan states that, ?Governments and other stakeholders should establish multi-purpose community public access points, providing affordable or free-of-charge access for their citizens to the various communications resources, notably the Internet.? TECH4ED is also equipped with Learning English Application Pinoy which teaches users on the correct use of the English language. Kalinga provincial ICT manager Nataniel Dalanao said that the DICT has purchased three computer units, one router, one printer, and one set of security cameras while the Tabuk city government acquired 10 computer units for the operation of the center. The Tech4ED project is also installed in the municipalities of Tinglayan, Rizal and to be launched in Pasil. ]]>
