PH unveils 5-year action plan to prop up semicon workforce

The Semiconductor and Electronics Industry Advisory Council (SEIAC) has unveiled a five-year workforce development plan that places skills training at the center of efforts to sustain the Philippines’ role in the global semiconductor and electronics sector.

Presented during SEIAC’s second meeting, the action plan highlights the need to build a strong school-to-industry pipeline to address the rising demand for technical talent. The initiative will bring together the Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), and industry partners to roll out flexible learning pathways such as ladderized programs and micro-credentials.

“Investing in our people is the most critical component of building a resilient and globally competitive semiconductor industry,” said Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA) undersecretary Angel Ignacio, who chaired the meeting on behalf of secretary Frederick D. Go.

The council stressed that nurturing homegrown talent is essential not only to sustain industry growth but also to encourage Filipinos to pursue careers locally, reducing reliance on foreign workers and contributing to national development.

While talent development is the core of the strategy, SEIAC also reviewed efforts to improve the investment climate, including the creation of world-class Strategic Economic Zones and participation in SEMICON Europa 2025 to showcase the Philippine electronics sector on the global stage.

The workforce plan forms part of SEIAC’s broader push to align government and industry in positioning the Philippines as a competitive hub for semiconductor manufacturing, innovation, and skilled labor.
