The Department of Information and Communications Technology (DICT) has secured a major policy milestone after the Economy and Development Council–Committee on Infrastructure (EDC–Infracom) approved the National Digital Connectivity Plan (NDCP), the government’s first comprehensive infrastructure master plan aimed at delivering fast, secure, and inclusive digital connectivity nationwide.
The approval was granted during Infracom’s 5th Cabinet Committee Meeting, chaired by Department of Economy, Planning, and Development (DEPDev) secretary Arsenio M. Balisacan, and held at the DEPDev Office in Ortigas Center. Cabinet secretaries and senior officials from multiple agencies, including DICT, DBM, DPWH, DTI, DOTr, and the Office of the Executive Secretary, attended the meeting.
DICT secretary Henry R. Aguda presented the NDCP, which was subsequently adopted by the Infracom, making it the first master plan approved under Executive Order No. 72, series of 2024.
The approval positions the DICT as a key driver of the administration’s digital transformation and infrastructure-led economic agenda.
The NDCP serves as the government’s overarching roadmap to achieve universal, affordable, and secure digital connectivity. It prioritizes the expansion of broadband infrastructure, improved last-mile access — particularly in geographically isolated and disadvantaged areas — and stronger network resiliency.
Under the plan, the DICT adopts a multimodal strategy that integrates fiber, wireless, satellite, and submarine cable systems, supported by public–private sector collaboration to accelerate nationwide deployment.
Following Infracom’s endorsement, the NDCP will be elevated to the Economy and Development Council, chaired by Pres. Ferdinand R. Marcos Jr., for final approval, with deliberations expected at the council’s next meeting early next year.
