PH ranks 5th least censored Internet globally — study

The Philippines has emerged as one of the least restrictive countries for Internet access, ranking 5th out of 171 nations in a new global censorship index released by Cloudwards.

The study assessed countries using five indicators: access to torrent platforms, adult content, social media, diverse political and religious information, and the legality of virtual private networks (VPNs).

Placing within the top tier, the Philippines joins a group of countries with largely open Internet environments, with 11 nations tying for the highest score of 92 out of 100. The country’s strong ranking reflects relatively minimal restrictions across all five categories evaluated.

Globally, the contrast remains stark. North Korea ranked last with a score of 0, while countries such as Russia, Pakistan, Iran, and China scored just 4, indicating heavy state control over online access.

Even some advanced economies posted lower scores. The United States ranked with 64, the United Kingdom at 52, and South Korea at 32 — all significantly behind the Philippines in terms of Internet openness.

“Countries were assessed across five key areas — torrent access, adult content, social media, political and religious information, and VPN legality — to provide a comprehensive picture of global Internet censorship,” the report said.

The Philippines’ high placement underscores its relatively open digital environment, even as debates continue locally over content regulation, cybersecurity, and online harms.
