The Department of Information and Communications Technology (DICT) has opened its nationwide Free Wi-Fi monitoring dashboard to the public amid increased scrutiny of inactive sites and alleged “ghost Internet projects.”
The Network Monitoring System Version 2, or NMS V2, provides information on the availability, connectivity status, uptime, reported incidents, and service-level agreement compliance of sites under the Free Wi-Fi for All Program.
Users can check monitored sites by region, province, and municipality. The system also tracks the condition of access points installed in schools, communities, and other public areas.
The DICT said it had been using the platform internally since last year to monitor network performance, manage incidents, conduct audits, and prepare reports.
The public release comes as the Office of the Ombudsman conducts a fact-finding investigation into alleged irregularities involving DICT projects, including claims of undelivered connectivity services and government purchases involving outdated, cheaper, or potentially counterfeit software.
The Ombudsman has not identified the projects, contractors, officials, or contract amounts covered by the investigation.
The DICT earlier said NMS V2 would allow it to use actual network data when validating contractors’ performance, contracts, and payments. It also warned that malfunctioning or offline facilities could result in penalties.
“Any reports of non-performing or inactive sites are subject to immediate technical audit and contractual sanctions,” the agency said.
The DICT, however, has not disclosed the number of inactive sites, whether it has withheld payments, or whether contractors have already been sanctioned.

The dashboard can be accessed through the “Free Wi-Fi Monitoring System” link under the services menu on the DICT website https://dict.gov.ph/.
