A hacktivist using the name DNH Klammer has called on the Office of the Ombudsman to examine an alleged P79.95-million Cybercrime Investigation and Coordinating Center (CICC) contract for a digital intelligence suite, questioning its procurement and performance.
In a Facebook post, Klammer said a notice of award dated April 20, 2026, identified Bowman Technologies Inc. as the supplier of a project called “CICC Luminar.” The post placed the subscription period from May 25, 2026, to May 24, 2027.
Newsbytes.PH has not independently verified the notice of award, the contract terms, or whether the system was deployed on the stated date.
“With all these DICT ‘ghost projects,’ we want the attention of Office of the Ombudsman to also take a look and probe CICC over this almost ₱80 million suite awarded to Bowman Technologies Inc.,” Klammer wrote.
Klammer argued that violent incidents at schools during the claimed subscription period raised questions about the system’s effectiveness.
The post, however, did not establish that the suite was designed to prevent the incidents it listed, that it had access to information that could have identified the threats, or that a failure of the system contributed to any attack. Its incident and casualty figures also require independent confirmation.
The post made further allegations concerning procurement meetings, equipment inspection, and other proposed CICC purchases. It did not provide enough independently verifiable evidence to establish wrongdoing by the officials or supplier it named.
