House speaker Faustino “Bojie” G. Dy III has announced the development of a “House Book” mobile application as part of the chamber’s push toward blockchain-enabled and fully digital legislative processes.
Speaking during the resumption of House session on Monday, Jan. 26, Dy said digitalization is central to strengthening transparency and restoring public trust in government institutions.
“It is time to strengthen measures against corruption. It is time to build systems that will bring transparency to public funds and restore the people’s trust in government,” Dy said.
The Isabela lawmaker said the House is working closely with the Department of Information and Communications Technology (DICT) to integrate blockchain technology into congressional operations, allowing greater public access to legislative processes and official documents.
“Together with the DICT, we will introduce blockchain technology to make the processes and documents of the House more accessible to the public. This is a clear message: we have nothing to hide, nothing to cover up, and we are open to public scrutiny,” he added.
Dy also disclosed that discussions with DICT secretary Henry Aguda have advanced toward the development of the “House Book” app, which will serve as a centralized digital platform for lawmakers and staff.
“With this app, House members and staff will be able to monitor committee roll calls, track the number of votes, and manage the huge volume of documents, among others,” Dy explained.
“The goal is a fully digital and paperless Congress that is faster and more efficient,” he added.
According to Dy, the initiative forms part of a broader, long-term institutional reform program aimed at modernizing the House of Representatives.
“These are only the initial steps toward a House that is transparent, accountable, and worthy of the people’s trust,” he said.
