Electric vehicle maker VinFast is positioning the Philippines as the first major overseas market in its international expansion of electric scooters, as the company moves to build a nationwide retail and service network for its two-wheel EV business.
Under its global rollout plan, VinFast has identified the Philippines as a priority market alongside Indonesia, India, Thailand, and Malaysia.
The company cited strong demand for affordable urban mobility and growing interest in electric transport as key factors behind its local expansion.
VinFast plans to introduce battery-swapping scooter models in the country, including the Flazz, Evo, Feliz II, and Viper.
The company said these models are being adapted to local road conditions, commuting patterns, and consumer preferences.
To support its market entry, VinFast has partnered with five local distributors — Maverick Racing Factory Inc., MotorCentral, New Nemar Development Corp., Supremebike Corporation, and ARC Trading — to establish sales outlets and service centers across Luzon and Mindanao. These partners will handle retail operations, after-sales support, and maintenance services.
The company is also working to develop charging and battery-swapping infrastructure in the Philippines through collaboration with V-Green, which oversees its energy network.
VinFast said it is aiming to build hundreds of retail outlets across its initial overseas markets by 2027, with the Philippine network expected to play a central role in this expansion.
Vo Thi Cam Tu, managing director of VinFast’s overseas e-scooter business, said the Philippine rollout is part of the company’s long-term international strategy.
“Expanding our e-scooter business globally represents a strategic pillar in VinFast’s long-term development roadmap. We have conducted in-depth market research, worked closely with local partners, and developed comprehensive plans for dealer network expansion, product portfolios, and service ecosystems,” she said.
“Through collaboration with reputable dealers and strategic partners worldwide, VinFast is committed to delivering smart, sustainable, and accessible electrified mobility solutions, contributing meaningfully to the green transformation of transportation in diverse markets,” she added.
VinFast’s entry into the Philippine scooter market builds on its domestic performance in Vietnam, where it delivered more than 406,000 electric scooters in 2025 and secured the leading market share in the segment.
The company currently operates more than 10 scooter models supported by charging and battery-swapping systems.
In recent years, VinFast has also expanded its regional electric mobility ecosystem through partnerships with local firms and international affiliates, including GSM, an all-electric taxi service provider.
Beyond scooters, VinFast is offering electric vehicles in overseas markets, ranging from compact models to full-size SUVs, as part of its broader push to establish a long-term presence in Southeast Asia, with the Philippines serving as its initial testing ground for large-scale two-wheel electrification.
