Paraiso takes oath as CICC chief; Gorospe named DICT cybersecurity usec

Undersecretary Renato “Aboy” Paraiso has formally assumed office as executive director of the Cybercrime Investigation and Coordinating Center (CICC), while the Department of Information and Communications Technology (DICT) also welcomed Julius Gorospe as its new undersecretary for cybersecurity, following separate oath-taking ceremonies on Feb. 2, 2026.

Paraiso was sworn in before executive secretary Ralph Recto at Malacañang and DICT secretary Henry Aguda at the DICT office in Quezon City.

Prior to his latest appointment, Paraiso served as CICC deputy executive director. He is the fourth executive director of the CICC, an attached agency of the DICT.

A lawyer by training, Paraiso replaced former CICC chief Alexander Ramos, who was dismissed by Aguda following the acceptance of his courtesy resignation.

Meanwhile, Gorospe was appointed by Pres. Ferdinand Marcos Jr. and will lead the country’s cybersecurity initiatives as government services, businesses, and educational institutions increasingly move online.

Before his appointment, Gorospe served at the DICT as special assistant to the secretary for cybersecurity, where he was involved in policy coordination and strategic planning on digital security matters.

He has worked in the United States and other countries and holds degrees in technology management, national security administration, and computer science.

Gorospe credited previous officials for laying the groundwork for current programs under the National Cybersecurity Plan.

“Important work has already been done to put Philippine cybersecurity on the right track. Our task now is to strengthen these foundations and move faster, together,” Gorospe said.

Gorospe replaced former cybersecurity undersecretary Ian Jeffrey Dy, who was also relieved from his post by Aguda upon his assumption as DICT secretary.
