BlockShoals joins FinTech Alliance PH as Binance names new country chief

BlockShoals Technologies Inc., the Philippine company providing access to Binance products and services, has joined FinTech Alliance PH after securing approval to operate as a Crypto Asset Intermediary (CAI) under the Securities and Exchange Commission’s regulatory sandbox.

The membership places BlockShoals among more than 100 companies represented by FinTech Alliance PH, whose members account for over 95% of digital retail financial transactions in the country.

BlockShoals operates under the SEC’s Strategic Sandbox, or StratBox, while Binance provides the technology infrastructure and operational support for its services. BlockShoals remains responsible for complying with Philippine regulatory requirements.

Established under SEC Memorandum Circular No. 9, Series of 2024, the StratBox allows companies to test innovative financial products and services in a controlled environment supervised by the commission.

BlockShoals chairman Alfredo “Al” Panlilio said the company’s membership would support its efforts to establish credibility in the Philippine digital asset market.

“We are honored to align ourselves with an organization whose credibility and standards reflect the principles on which BlockShoals was founded,” Panlilio said.

“Our goal is to be the most trusted and reliable Crypto Asset Intermediary in the Philippines and the region. We believe that success is measured not just by market share, but by the trust we cultivate with regulators, customers, partners, and the communities we serve.”

Binance has also appointed Jen Bilango as general manager in the Philippines as it works with BlockShoals to establish a compliant local presence.

Bilango previously served as general manager of BlockchainSpace, a Web3 community platform serving sectors such as gaming, sports, music, and the creator economy.

She also represented the Philippines on metaverse platform The Sandbox, where she helped launch a country-specific non-fungible token asset sale.

She later worked as country manager of a Coins.ph, where she participated in its international expansion and the launch of the PHPC peso-backed stablecoin.

Before entering the blockchain industry, Bilango served as a board director at Mabuhay Capital Corp., where she handled transactions in sectors including healthcare and real estate.
