Under Bayanihan 2, the P4 billion allocation aims to assist DepEd in putting up ICT and digital infrastructure, the implementation of digital education, and the use of alternative learning modalities, including the printing and delivery of self-learning modules.

The postponement of K-12 classes should give the DepEd "breathing space" to print self-learning modules (SLMs) for 21.5 million public school students, which Sen. Ralph Recto said "could be around 100 billion pages."

With P9-billion funding provided to schools division offices, the DepEd noted self-learning modules are continuously being reproduced in field offices.

DepEd Commons is an online educational platform created by the DepEd for public and private school teachers and learners which supports distance learning, and was being developed even before Covid-19 pandemic hit the country.

Aside from Self-Learning Modules, the DepEd said it will also provide video sessions for learners with special needs.

The DepEd announced on Sunday, July 5, that it has secured the backing of the NTC to support television and radio-based learning delivery for the upcoming school year.

The DepEd said that while it is working to improve access of learners and schools to the Internet, online learning is only one option from the menu of learning delivery modalities to be used in the upcoming school year.
