Sen. Sonny Angara said during a hybrid committee meeting that a cease-and-desist order may no longer be sufficient to fight digital fraud, which he said is a different type of “beast”.
The DICT expects the government to save P720 million in Internet subscription expenses in the first year of implementation of the NBP or up to P34 billion in the next five years.
Se. Sonny Angara, the bill’s author, took note of the growth of digital payments in the Philippines at a rate of 27% to 30%, which is higher than the 25% average of emerging Asian countries, but is still just one percent by volume of the estimated 2.5 billion payments made per month.
Saying only 2 of 112 SUCs are enjoying free Wi-Fi, Angara said he is expecting DICT acting secretary Eliseo Rio to explain before the Senate the cause of delay, and the steps being undertaken to fast-track its implementation.
