Deputy presidential spokesperson Abigail Valte said the IRR would be turned over to the National Disaster Risk Reduction Management Council (NDRRMC), which will lead the law?s implementation.

?Kasi NDRRMC po ?yung makikipag-coordinate sa ating mga telcos (service providers) who have been thus far very cooperative kung saan at anong lugar ho ipapadala ?yung mga free mobile disaster alert,? she said in a Palace press briefing.

Valte said that it took concerned government agencies some time to ensure that the crafting of the IRR was ?accurate and practicable.?

The Department of Transportation and Communications, the National Telecommunications Commission, the NDRRMC and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) crafted the law?s IRR.

Republic Act 10639 or the ?Free Mobile Disaster Alerts Act? mandates the telecommunications service providers to send free mobile alerts in the event of natural and man-made disasters and calamities. — PNA
