The Intellectual Property Office of the Philippines (IPOPHL) placed third in the 2026 IP Office Innovation Ranking by World Trademark Review (WTR), marking a sharp climb from its earlier positions in the index.
WTR is a London-based platform that provides news, legal analysis and research on trademark law, brand strategy and IP-related market trends.
IPOPHL tied for third with the IP offices of Benelux, Japan and Thailand, behind the European Union and the United Kingdom, which shared first place, and Australia, South Korea and Singapore, which ranked second.
The 2026 assessment covered more than 40 jurisdictions worldwide.
The Philippines’ IP office rose from ninth place in the 2022 ranking and 13th in the 2024 report. In the latest edition, IPOPHL ranked second in Asia and Asean, with only six Asian offices and three Asean offices making the global top 20.
WTR’s ranking evaluates how IP offices go beyond basic registration functions, examining digital infrastructure, examiner support tools, dispute resolution mechanisms, SME assistance, enforcement coordination and public engagement.
The 2026 edition placed added emphasis on the use of artificial intelligence, distinguishing between AI systems deployed for public-facing services — such as search and filing — and tools used internally to support examination and workflow management.
According to IPOPHL, recent reforms have focused on expanding online filing and search systems and improving internal processes to reduce turnaround times and improve examination consistency.
The office has also issued updated guidelines on patent examination involving AI-related technologies and is reviewing policy issues surrounding AI-generated works and their implications for copyright.
Acting IPOPHL director general Nathaniel S. Arevalo said the office is developing AI-assisted tools for search, examination, classification and appeals, as part of broader efforts to modernize trademark and patent administration.
