Converge ICT Solutions Inc. has secured Green Lane certification from the Board of Investments (BOI) for its 12-megawatt Angeles Data Center in Pampanga, allowing the project to undergo expedited permit and licensing procedures.
The data center is being developed through Pentagon Digital Global Corp., the digital infrastructure arm of Converge. It will host the company’s cloud infrastructure and support enterprise computing, cloud workloads, colocation services, and regional data storage.
The project was classified as a strategic investment under Executive Order No. 18, which established Green Lanes for qualified investments. The system provides coordinated and simultaneous processing of national and local government requirements.
“Securing Green Lane status for our Angeles Data Center underscores the vital role digital infrastructure plays in nation-building,” Converge CEO and co-founder Dennis Anthony H. Uy said.
“With this strategic designation, we are eliminating regulatory friction to deploy resilient, world-class compute capacity faster. This facility isn’t just expanding our enterprise portfolio — it is building the core digital foundation required to power the Philippines’ booming digital economy.”
Located in Angeles City, the facility will be connected to the company’s nationwide fiber network, which Converge said spans more than 964,000 kilometers.
DTI undersecretary and BOI managing head Ceferino Rodolfo Jr. said the investment is aligned with the government’s industrial priorities.
“Investors are looking for predictability and ease of doing business, which is precisely what this endorsement provides,” said Ernesto De Los Reyes, director and head of the BOI Investments Assistance Center.
According to De Los Reyes, projects covered by the Green Lane initiative represent P6.36 trillion in investments.

“As we continue advancing our technology initiatives, working closely with government partners like the DTI-BOI makes a huge difference in helping bring these strategic investments to life,” Converge chief finance officer Robert Leo Yu said during the certificate conferment.
“We look forward to continuing our collaboration – not only on the Angeles Data Center, but also on future projects that will help strengthen the country’s digital infrastructure and drive long-term economic growth,” he added.
