DICT probing hacking incident on ARTA’s PRISM platform

The Department of Information and Communications Technology (DICT) said it is investigating a hacking incident on the Anti-Red Tape Authority’s (ARTA) Policy Reform, Innovation, and Streamlining Management (PRISM) platform that occurred on the evening of September 16, 2025. The breach was reported around 8:57 PM.

According to DICT officials, the cyberattack involved the defacement of the PRISM platform, which hosts training courses on Regulatory Impact Assessment. Early assessments indicate that no sensitive data was compromised, and there were no active users enrolled in the courses at the time of the incident.

The DICT-Cybersecurity Bureau NCR is coordinating closely with ARTA to conduct a vulnerability assessment and implement measures to reinforce the platform’s security. Authorities are also reviewing the submitted incident report to ensure proper investigation and resolution.

“The DICT is taking all necessary and proactive steps to safeguard government systems and protect the integrity of public data,” the department said in a statement.
