DICT, UP sign pact to boost ICT policy, digital governance

The Department of Information and Communications Technology (DICT) and the University of the Philippines (UP) have signed a memorandum of understanding (MOU) to collaborate on the development of policies on information and communications technology (ICT) governance and digital services.

The agreement, signed by DICT secretary Henry R. Aguda and UP Diliman chancellor Edgardo Carlo Vistan II, aims to strengthen cooperation in areas such as digital governance, cybersecurity, and public access to online services.

Under the partnership, the UP Law Center will provide legislative analysis, policy research, and technical expertise to support DICT initiatives.

These include e-governance and digital government services, cybercrime and cybersecurity policies, regulation of national and local digital infrastructure, and programs to expand Internet and digital service access.

“This partnership with UP reinforces DICT’s mission to ensure inclusive and secure digital transformation for all Filipinos. Together, we can create policies that keep every Filipino safe online, protect our communities from cyber threats, and open up new opportunities for all to thrive in the digital world,” Aguda said.

Vistan said the collaboration reflects the national university’s role in supporting evidence-based policymaking.

“This collaboration with the DICT is one of the most meaningful. Our mandate at UP stands beyond our classrooms, we are called to serve in areas that shape our nation’s future. As the digital landscape evolves rapidly, guardrails, clear policies, and evidence-based governance are no longer optional, they are imperative,” he said.

The MOU sets guidelines for cooperation, including confidentiality, data privacy compliance, and respect for institutional independence.

Both parties also agreed to coordinate public statements and jointly pursue projects with measurable outcomes over the next three years.
