SC rolls out electronic notarization nationwide

The Supreme Court (SC) launched electronic notarization nationwide on Oct. 19, allowing commissioned electronic notaries public to notarize eligible digital documents through accredited platforms.

The rollout implements the Rules on Electronic Notarization under A.M. No. 24-10-14-SC, which the SC En Banc approved on February 4, 2025.

The rules allow two modes of electronic notarization: In-Person Electronic Notarization (IEN), which requires the signatory to appear physically before the electronic notary, and Remote Electronic Notarization (REN), which uses videoconferencing. The two methods may also be combined.

Commissioned electronic notaries public may perform electronic notarial acts beyond the territorial limits imposed on traditional notaries, subject to the requirements of the rules.

Eligible documents must be in PDF or PDF/A format and processed through an accredited Electronic Notarization Facility (ENF). The SC has accredited three providers: NotarizeIT by UNAWA, TWALA by Ohelio, and QLegal by Quanby Solutions.

On Oct. 13, the SC signed joint memorandum circulars with the Land Registration Authority (LRA) and the Securities and Exchange Commission (SEC) to establish procedures for accepting, verifying, and processing electronically notarized documents.

The agreements cover transactions involving the two agencies, including property-related dealings and corporate filings.

Electronic notarization will supplement, not replace, traditional notarization. The rules exclude paper documents bearing handwritten signatures and marks, notarial wills, and depositions from the electronic process.

The SC said the nationwide rollout forms part of its Strategic Plan for Judicial Innovations 2022–2027, which includes efforts to use technology in delivering judicial services.

Information on the rules, accredited facilities, commissioned electronic notaries, and application procedures is available through the court’s eNotarization portal.
