Pres. Rodrigo Duterte has appointed John Henry Naga, who is currently an undersecretary at the Department of Information and Communications Technology (DICT), as a deputy commissioner at the National Privacy Commission (NPC), reliable sources told Newsbytes.PH.

Naga will leave his post at the DICT and replace lawyer-physician Ivy Patdu, whose term as deputy commissioner lapsed in March this year. NPC chair Raymund Liboro is also performing his functions in a holdover capacity as Malacanang has yet to renew his appointment.

Patdu, a graduate of the Philippine Science High School who took her medicine studies at the University of the Philippines and law degree at the Ateneo de Manila University, is one of the two pioneering deputy commissioners – along with IT stalwart Damian Domingo “Dondi” Mapa – appointed at the NPC in 2016.

Naga, on the other hand, is a lawyer who belongs to a political clan in Masbate. Like Duterte and DICT assistant secretary Ivin Ronald Alzona, he is a graduate of San Beda College of Law.

He will join fellow lawyer Dino Aguirre as deputy commissioners at the NPC. Under the law that created the NPC, two deputy commissioners will work under a privacy commissioner. Their appointment is for three years and can be renewed for another term.

Naga was first appointed by Duterte as assistant secretary at the DICT in 2016 before being promoted as undersecretary in June 2018. He also served as an associate lawyer of the Belo Gozon Elma Parel Asuncion & Lucila law firm and was provincial board member of Masbate.
