PH gov’t rolls out eCAV system to digitize academic records

The Philippine government has rolled out the Electronic Certification, Authentication, and Verification (eCAV) System, a new digital platform designed to simplify graduates’ access to academic documents.

Accessible through the eGovPH Super App, the system allows college graduates to obtain credentials such as diplomas and transcripts of records (TORs) directly on their mobile devices, eliminating the need to physically visit universities.

Pres. Ferdinand R. Marcos Jr. highlighted the initiative during an event at the Cuneta Astrodome on Friday, Sept. 12, emphasizing its role in easing the job application process for fresh graduates.

“College graduates no longer have to travel far. Through the eGovPH Super App, students and new graduates can now get academic credentials for their job applications,” Marcos said.

The eCAV platform offers online payments, real-time application tracking, and timely status updates. Certified documents, once processed, are delivered electronically via the app or email, streamlining the entire process.

The system is part of the broader eGovPH Super App, which consolidates multiple government services into a single platform as part of the state’s digital transformation agenda.

Under the First Time Jobseekers Assistance Act (Republic Act No. 11261), eligible applicants can access eCAV services for free by presenting a barangay certification.

Alongside the announcement, Marcos also underscored financial assistance programs under the Unified Student Financial Assistance System for Tertiary Education (UniFAST), which provides tuition aid, subsidies, and grants to support a globally competitive workforce.
