Tabuk City in Kalinga has initiated the installation of an “auto-generated” barangay system that is said to be the first of its kind in the province and probably in the entire Cordillera region.
According to Tabuc City ICT manager Nathaniel G. Dalanao, the program aims to speed up government transactions in the barangay level to include fees collection and bookkeeping, acquisition of community tax certificate or cédula, and other permits and certificates being issued by the barangay.
The city government is targeting to equip its 42 barangays with the system to provide transparency and automation of information.
With the new system, Dalanao said the barangays would be able to keep digital records that will be kept in its database.
The city is set to pilot the system from February 4 to April 4. The systems will be operated by barangay personnel to ensure the smooth flow of transactions.
The system can handle data on various areas such as settlement of cases, creation of reports, registration of blotter, modifying existing reports, hotspots of gangs and fraternities, and emergency workforce or hotline.
It can also process permits and clearances such as business permits, electrical permits, and barangay clearance. It is also capable of keeping information on barangay residents belonging to poverty line and plate numbers for verification purposes in case of accidents.
Last December 2018, the Tabuk ICT department conducted a seminar and training for all the barangay secretaries to prepare them for the new system. Another training session is also slated soon, according to Dalanao.
Dalanao said barangays with no access to the Internet could still use the system as a stand-alone facility. Currently, only 24 barangays of Tabuk City have access to the Internet.
