PH, Japan ink pact on cross-border data protection

The Philippines and Japan have signed a memorandum of cooperation aimed at strengthening collaboration on personal data protection and privacy enforcement amid increasing cross-border data flows.

The agreement was signed on Monday, June 1, in Tokyo by the National Privacy Commission (NPC) and Japan’s Personal Information Protection Commission (PPC).

Under the memorandum, the two privacy regulators agreed to cooperate on information sharing, mutual assistance in privacy investigations, and the exchange of best practices and experiences related to data protection policies and privacy-enhancing technologies.

The agreement also covers possible joint research, training, and capacity-building activities.

The signing was led by PPC chairperson Dr. Satoru Tezuka and NPC privacy commissioner Johann Carlos S. Barcena.

Barcena said the agreement reflects the two countries’ shared commitment to addressing privacy challenges in the digital environment.

“This agreement reflects our shared commitment to addressing the evolving challenges of privacy in the borderless digital environment. It likewise creates meaningful opportunities for the Philippines and Japan to exchange best practices and reinforce our collective efforts to uphold and advance personal data protection in an increasingly interconnected world,” he said.

Both agencies said the cooperation is intended to help address privacy risks arising from rapid technological developments and growing international data transfers, while supporting a secure and trusted digital economy.
