DICT: Cybercrime cases fell 38% in 2025, online libel tops list

Reported cybercrime incidents in the Philippines declined in 2025, according to data presented by the Department of Information and Communications Technology (DICT) and the Cybercrime Investigation.

From March 20, 2013 to October 31, 2025, authorities recorded a total of 87,595 cybercrime cases nationwide. For 2025, the number of recorded incidents fell to 8,987 cases, down 38% from 14,529 cases logged in the previous year.

Covering the period from November 1, 2024 to October 31, 2025, the CICC reported 2,933 cases filed in court. During the same period, 252 individuals were convicted, and 1,068 cybercrime warrants were served.

DICT secretary Henry Aguda said the figures indicate measurable enforcement outcomes, citing the number of filed cases, convictions, and implemented warrants as indicators of sustained anti-cybercrime efforts.

Data presented to the committee showed that the top cybercrimes recorded in the country were:

  1. Online libel
  2. Illegal access
  3. Computer-related identity theft
  4. Computer-related fraud
  5. Data interference
  6. System interference or hacking
  7. Computer-related forgery
  8. Misuse of devices
  9. Illegal interception

The meeting brought together representatives from the DICT, CICC, National Bureau of Investigation, Philippine National Police, and the Department of Justice, which jointly oversee cybercrime investigation and prosecution.

Officials noted the need to maintain heightened monitoring and enforcement, particularly during the holiday season, when online activity typically increases.
