The Philippine Statistics Authority (PSA) has approved a nationwide user feedback survey that will assess the impact of the Department of Information and Communications Technology’s (DICT) Free Public Internet Access Program (FPIAP), with the study carrying a budget of about P2.1 million.
The survey, to be conducted by the Philippine Statistical Research and Training Institute (PSRTI), aims to determine whether the government’s free Internet access initiative has improved connectivity and created economic, educational, and social opportunities for users.
According to the PSA, the survey will collect information on respondents’ socio-demographic profiles, Internet usage patterns, online activities, and satisfaction with the service.
Results of the study are expected to guide future policy decisions on the expansion of the program and help identify connectivity gaps, particularly in geographically isolated and disadvantaged areas (GIDAs).
Data gathering is scheduled from the first week of June until the fourth week of July 2026, while the survey findings are expected to be released in November.
The survey will cover selected areas in the National Capital Region, as well as Batangas, Laguna, Rizal, Nueva Ecija, Cebu, Iloilo, Davao del Sur, and Kidapawan.
“The primary objective of the survey is to determine if the provision of free internet has successfully translated into tangible benefits,” the PSA said.
The agency added that the study will examine whether internet access has increased among target populations, whether it has opened new opportunities for users, and how it has contributed to improving their standard of living.
The survey was cleared under the Statistical Survey Review and Clearance System (SSRCS) pursuant to Republic Act No. 10625, which governs the Philippine Statistical System.
PSA said the clearance process helps ensure sound survey design, avoids duplication of data collection efforts, minimizes the burden on respondents, and promotes efficient use of government resources.
The PSA and DICT urged selected respondents to participate in the survey and provide accurate information to support evidence-based policymaking for future digital inclusion programs.
