The Department of Trade and Industry (DTI) has issued guidelines for certifying advanced technologies and specialized consulting services that are unavailable in the Philippines, allowing government agencies to procure them through certain foreign or international institutions.
Department Administrative Order (DAO) No. 26-06, Series of 2026, sets the requirements and procedures for determining whether goods, technologies, techniques, innovations, or consulting services can be sourced from the domestic market.
The order, titled “Implementing Guidelines on the Certification of Goods and Consulting Services Involving Advanced Technologies, Techniques, and Innovations Not Locally Available,” was issued under Republic Act No. 12009, or the New Government Procurement Act, and its implementing rules.
Under the guidelines, the DTI will act as the certifying body and determine whether the technology or service sought by a government entity is unavailable locally.
A DTI certification would allow the procuring entity to acquire the goods or services through specialized United Nations agencies, international organizations, or international financing institutions if such procurement is considered the most advantageous option for the government.
The guidelines cover national government agencies, government-owned or -controlled corporations, government financial institutions, local government units, and state universities and colleges.
DAO No. 26-06 also outlines eligibility requirements, documentary submissions, evaluation procedures, the certification process, and the validity of certifications.
The DTI said government entities seeking certification must comply with the documentary and procedural requirements under the order.
