The Philippine Space Agency (PhilSA) and the Department of Public Works and Highways (DPWH) have entered into a landmark partnership to use space-based data and analytics in monitoring government infrastructure projects across the country.
The agreement, signed on Nov. 3 at the DPWH Central Office in Manila by PhilSA officer-in-charge Gay Jane P. Perez and DPWH secretary Vince Dizon, aims to enhance transparency, accountability, and innovation in public infrastructure management.
Under the Memorandum of Agreement (MOA), PhilSA will supply DPWH with satellite imagery and space-based analytics to track and assess the progress of construction projects nationwide.
By combining data from PhilSA’s archives, open-access satellites, and commercial subscriptions, the collaboration will provide both historical and real-time views of project implementation — ensuring that development on the ground can be validated from space.
The two agencies will also co-develop advanced monitoring tools that leverage remote sensing, artificial intelligence (AI), and geospatial analytics to support evidence-based decision-making in infrastructure oversight.
“Today marks another important milestone in how we harness space science and technology to support good governance,” Perez said. “Through this MOA, PhilSA and DPWH join forces to make information on infrastructure projects more accessible and transparent to the public. By doing this, we empower citizens to see progress on the ground from the vantage point of space.”
Also present at the signing were PhilSA deputy director general for space operations, infrastructure and industry Denis F. Villorente and DPWH undersecretary Ricardo P. Bernabe III.
