PSA rolls out digital E-Certificate system to modernize civil registry transactions

The Philippine Statistics Authority (PSA) has launched a new E-Certificate Service aimed at digitizing the issuance and verification of civil registry documents, a move expected to streamline identity validation for schools, employers, financial institutions, and other organizations.

Developed in partnership with PSAHelpline.ph and Pilipinas Teleserv, the service allows users to request and receive official PSA documents electronically, replacing traditional paper-based processes with secure digital files. The initiative forms part of the government’s broader push toward paperless transactions and faster public service delivery.

According to the PSA, the system responds to growing demand for quicker document verification in admissions, hiring, and financial processing by enabling institutions to accept civil registry records in digital format while maintaining authentication standards.

The E-Certificates are issued as secured PDF documents accessible 24/7 and can be transmitted through email, uploaded to portals, or integrated into institutional systems via application programming interfaces (APIs).

Each file includes cryptographic protections, a unique reference number, and a QR code to guard against falsification and enable instant verification through the PSA authentication website.

Applicants may request the documents online through PSAHelpline.ph. After validation, the PSA digitizes the corresponding record and uploads it to a secure portal. The agency said the digital version carries the same legal validity as a traditionally issued hardcopy certificate.

PSAHelpline.ph, which has served as an online channel for PSA services for 25 years, will continue to facilitate requests, while Pilipinas Teleserv will provide operational support, including round-the-clock customer assistance and digital help resources.

Jun Yupitun, managing director of Pilipinas Teleserv, said the company plans to conduct training sessions for local government units and private institutions to promote adoption and proper use of the digital certificates.

The PSA said the new platform is intended to improve ease of doing business while maintaining safeguards for data privacy and security, as the country accelerates digital transformation across government services.

Fees for PSA E-Certificates are set at:

  • Birth, Marriage, or Death Certificate — ₱290
  • Certificate of No Marriage (CENOMAR) or Certificate of No Death (CENODEATH) — ₱345
