Free online database consolidates BIR zonal values across 48 provinces

Independent property valuation platform LandValuePH has launched a free online database consolidating more than 530,000 Bureau of Internal Revenue (BIR) zonal value records.

The searchable platform contains 534,228 records covering 48 of the country’s 82 provinces, including 905 cities and municipalities and 34,321 barangays. It includes residential, agricultural, commercial, and industrial property classifications.

LandValuePH said users may access the database without registering. Property owners, buyers, sellers, and heirs can search for zonal values by entering a property’s location.

Zonal values are among the benchmarks used in determining the tax base for capital gains tax, documentary stamp tax, estate tax, and other property-related taxes.

Depending on the transaction, taxes may be based on the higher of the property’s selling price, zonal value, or assessed fair market value.

BIR zonal values have traditionally been published through separate department orders and files associated with the revenue district office that has jurisdiction over the property.

Users often need to identify the correct office, locate the applicable issuance, and manually search spreadsheets for the relevant classification and location.

LandValuePH said it indexed these government records and placed them in a unified search system to reduce the time needed to locate the applicable value.

Users should still verify the result against the latest official BIR issuance, particularly when completing a sale, estate settlement, or tax filing.

Data compiled by the platform showed an average zonal value of P63,160 per square meter across 15 cities and 1,056 barangays in Metro Manila.

Bulacan recorded an average of P9,254 per square meter across 24 cities and municipalities and 1,022 barangays, while Cavite posted P8,091 across 23 cities and municipalities and 949 barangays.

The database also showed averages of P4,095 per square meter in Batangas, covering 34 cities and municipalities and 1,606 barangays, and P4,029 in Laguna, covering 30 cities and municipalities and 1,425 barangays.

The regional averages combine different locations and property classifications and should not be treated as the zonal value of a specific property. Actual values vary according to the street, barangay, land classification, and applicable BIR department order.
