The increasing use of artificial intelligence (AI) in online propaganda campaigns has underscored the need for stronger digital literacy and cybersecurity measures in the Philippines as the country accelerates its digital transformation.
This developed after OpenAI reported that Chinese-linked actors had allegedly used its ChatGPT platform to generate content aimed at influencing public opinion on issues such as tariffs, data centers, and artificial intelligence policies in the United States.
According to OpenAI, the campaigns, conducted between late 2025 and early 2026, involved the creation of slogans, cartoons, social media posts, and online comments intended to shape discussions on trade and technology policies.
While the company said the operations appeared to have little or no impact, the incident highlights the growing role of generative AI in information and influence campaigns.
Industry observers said the development carries lessons for countries such as the Philippines, where digital platforms have become central to public discourse, governance, business, and education.
The Philippines continues to experience rapid growth in digital adoption, with government agencies and private companies increasingly integrating AI technologies into their operations.
At the same time, experts have warned about the risks posed by AI-generated misinformation, deepfakes, and coordinated online influence campaigns.
The issue comes as the country expands its digital infrastructure through new data centers, cloud computing facilities, and AI-enabled services to support the growing digital economy.
The Department of Information and Communications Technology (DICT) has identified digital transformation and cybersecurity as key priorities amid rising Internet usage and online transactions.
Technology analysts noted that while AI offers significant opportunities for innovation, productivity, and economic growth, it also presents new challenges in safeguarding information integrity and public trust.
“The growing sophistication of AI-generated content makes it increasingly difficult for ordinary users to distinguish between authentic and fabricated information,” analysts said, emphasizing the need for stronger fact-checking mechanisms and public awareness campaigns.
