Converge ICT Solutions recorded the fastest average fixed broadband speeds and lowest latency among Philippine Internet service providers in December 2025, based on measurements conducted by the Department of Information and Communications Technology (DICT).
In a report released under DICT’s Oplan Bantay Signal program, Converge posted an average combined download and upload speed of 193.61 Mbps in Metro Manila, drawn from nearly 700,000 speed tests conducted during the month. The agency said the results indicate consistent network performance in high-density urban areas.
DICT secretary Henry Aguda said the findings show that fiber-based networks can deliver stable broadband performance across different locations when properly deployed and maintained.
The report also showed Converge logging the highest average download and upload speeds among providers covered in the assessment, as well as an average latency of 10.67 milliseconds, a level considered suitable for real-time applications such as video conferencing, online gaming, and cloud services.
Oplan Bantay Signal aggregates nationwide network performance data to assess service quality and coverage, using large-scale speed tests and latency measurements as key indicators.
Converge chief operations officer Benjamin Azada said the company is allocating funds not only for network expansion but also for maintenance, repair, and recovery, particularly in areas flagged by DICT as having intermittent or weaker connectivity.
The DICT review also cited third-party assessments, including results from Ookla, which named Converge the fastest fixed broadband network in the Philippines during the first half of 2025 based on Speedtest data.
The DICT said it will continue publishing performance data as part of its monitoring of broadband service quality nationwide.
