LTO to roll out online payment for vehicle registration in Luzon

The Land Transportation Office (LTO) will be implementing its online payment system for the registration of new motor vehicles for the whole of Luzon in November.

?People are not only expecting but are demanding the availability of our services online. In the few months that we have been implementing this in Metro Manila, we reduced processing time and avoided heavy queuing for new registration transactions,? LTO chief Ed Galvante said in a statement on Wednesday, October 24.

“In NCR (National Capital Region), with the implementation of ?Moving Forward? and online payment project, OR/CR (official receipt/certificate of registration) and motor vehicle plates are made available within three days after MV/MC (motor vehicles/motorcycle) dealers submit the documents,? he added.

The LTO said it is preparing for the implementation of online payment of initial registration fees for three years of new motor vehicles and motorcycles in Luzon next month and to the rest of the country by the end of the year.

Other forms of payments such as fees for license application and renewal, as well as MV/MC renewal can be paid online by next year.

The LTO is using the Electronic Payment Assessment Tool (e-PAT), an online based facility that computes the amount to be paid without human intervention which eliminates opportunities for bribery or extortion.

The computed amount from the e-PAT and other details for the payment are then channeled to the Land Bank of the Philippines – Electronic Payment Portal (LBP-EPP), where the MV/MC dealers can use their LBP account to pay for the transaction online. The payment will then be reflected at the LTO-Information Technology (IT) System enabling faster issuance of the vehicle?s OR/CR.

The LTO has partnered with Landbank for the online payment transaction and with its current IT service provider Stradcom Corporation for the online payment system.
